INTERNAL RULE OF THE NGO « INTERNATIONAL LAW »

TITLE I  GENERAL CLAUSES

Article 1 :

The present internal rule aim at defining the modes of applications of the statutes of the association and specifying some of its articles.

 

Article 2:

 The Headquarters of the NGO are in Abengourou, with a representation in Abidjan.

 

Article 3:

The NGO has vocation for carrying out its activities and having members all over the Ivorian country.

 

Article 4 :

The quality of member of the NGO is incompatible with :

  • the exercise of an elective mandate

  • the militancy in a political party

  • the quality of member of economic and social council

  • The participation in any association, apart from those aiming at an economical, social cultural and sportive development.

         The members of the NGO are subject of an obligation of secrets so that they cannot bring discredit on the association and its members.

 

Article 5 :

Any member of the association who does not comply with the clauses of article 4 can be suspended by the executive committee, then possibly stroken off by the General assembly. 

TITLE II THE EXECUTIVE COMMITTEE

Article 6 :

The members of the Executive committee are jointly responsible for the management of the NGO before the General Assembly.

 

Article 7 :

The Secretary General is bound  to make all the necessary arrangements to facilitate the work of his associates and ensure a transparent and collegial management of the NGO.

 

Article 8 :

By taking into account the assignments of the NGO, the members are divided up into the following work committees :

  • The committee of the New Technologies of Information and communication (NTIC)

  • The committee of training

  • The committee of communication and public  relations

  • The committee of social affairs.

TITLE III : ELECTIONS

Article 9 :

 Only the positions of Secretary General and the auditor will be the occasion for an election. Any member with the right to vote will be elector and eligible to these different positions.

 

Article 10 :

 The vote takes place at the first- past-the post system with two ballots and with a secret ballot. The candidate is declared elected at the first ballot if he has got the absolute majority of the vote. On the contrary, they organise a second ballot for the first two candidates who have obtained most votes.

 

Article 11 :

No member can hold two elective positions.

TITLE IV ADHESION FEES AND CONTRIBUTIONS

Article 12 :

The adhesion fees are 5000 francs and the amount of the annual  contributions is 12 000 francs, to be paid for the latest at the end of the first term of the year.

        For the withdrawal of funds from the account open on behalf of the NGO, the Secretary General or the Vice Secretary General’s signature and that of the Treasurer General or the Vice Treasurer General are necessary.

        Through writing, the Treasurer General can, if necessary, draw the attention of the Secretary General on the irregularities noticed and make recommendations to him in order to take appropriate corrective measures. Otherwise he shares the responsibility of the management with the Executive Committee.

 

Article 13 :

 The adhesion fees and the contributions paid remain acquired to the NGO. No reimbursement will be done even in case of resignation or striking out.

TITLE V FOR THE MODIFICATION OF STATUTES AND INTERNAL RULE

Article 4 :

Only the General Assembly, called for this fact, can modify  the statutes and internal rule at the majority of two-third of its members present. The initiative of modification belongs to the Executive Committee or to 51% of the members of the General Assembly.

TITLE VI FOR THE DISSOLUTION

Article 15 :

 The General Assembly called for this fact can decide on the dissolution of the NGO at the majority of 4/5 of the members present.
